It is understood that the standard is proposed by the China Light Industry Federation, the National oral care products Standardization Technical Committee under the center, the national oral care products Standardization Technical Committee toothbrush sub-technical committee is responsible for the organization of the preparation work. The new standard applies to the general technical safety requirements for toothbrushes and household oral cleaning and care appliances. Toothbrush products mainly include adult toothbrush, children’s toothbrush, electric toothbrush, antibacterial toothbrush and so on 6 kinds; Daily oral cleaning and care appliances include tongue scraper, dental floss, toothpick, infant teeth grinding equipment and other 7 categories.

In terms of general safety requirements, the standard stipulates that safe plastic additives should be used in toothbrushes and daily oral cleaning and care appliances, and limits are set for six plasticizers such as dibutyl phthalate, and six plasticizers shall not exceed the standard for accessible materials and components of children’s products. The standard limits the amount of soluble antimony, arsenic, barium, cadmium, chromium, lead, mercury, selenium, or any soluble compound consisting of these elements in toothbrushes and household oral cleaning and care devices. The standard requires that the product should not be decolorized, the entrance part should not have non-functional sharp edges, burrs, and the shape of the non-entrance part should not cause harm to consumers.

In the aspect of special safety requirements, the standard for the toothbrush products of the hair bundle tension, neck bending force and bristles put forward clear safety requirements. The electrical safety requirements, chemical resistance, and the firmness of the hair tip and fixing device of the electric toothbrush should meet the relevant regulations. The standard limits the amount of sulfur dioxide leached from wooden and bamboo toothpicks to be no more than 600mg/kg to prevent the excessive residue of sulfur dioxide from toothpicks to the oral health of consumers. In addition, the standard also requires antibacterial toothbrush manufacturers should have the corresponding safety evaluation report.

At present, there are nearly 1,000 enterprises producing toothbrushes and daily oral cleaning utensils in China, with an annual output of 7 billion pieces and an output value of nearly 11.8 billion yuan, with exports of about 4.4 billion pieces and exports of nearly 3.7 billion yuan. The formulation of this standard will further improve the product performance and safety requirements of related products, and standardize and guide the development of the industry.
